The missiles were part of a $300 million military aid package approved by President Joe Biden on March 12, with the official choosing to remain anonymous regarding the quantity of missiles sent.
During a briefing, White House national security adviser Jake Sullivan confirmed that a “significant number” of missiles had been dispatched and indicated plans for further deliveries. He also noted Ukraine’s commitment to using the weapons solely within its borders, not against Russia.
The initial use of these missiles occurred on April 17, targeting a Russian airfield in Crimea around 165 km from Ukraine’s front lines. A subsequent strike took place against Russian forces in southeastern Ukraine.
Debates within the Biden administration regarding the deployment of Army Tactical Missile Systems (ATACMS) with a range of up to 300 km had persisted for months due to concerns about depleting U.S. missile stocks and potential misuse by Ukraine against Russian targets.
However, Russia’s use of North Korean-supplied long-range ballistic missiles against Ukraine and continued targeting of Ukrainian infrastructure prompted a shift in U.S. strategy. By January, the Pentagon had resolved readiness concerns, enabling the acquisition and deployment of new missiles.
President Biden’s decision to include the ATACMS in the aid package was made in February, with funding secured in March through budget savings from Pentagon contracts.
Operational secrecy was emphasized to maintain surprise and effectiveness in supporting Ukraine’s defense efforts.
